Argentina’s San Juan province is preparing a public tender for up to five online gambling licences as it moves towards opening its first regulated digital market.
The Caja de Acción Social, San Juan’s gambling authority, said it was completing the framework needed to implement Provincial Law 2724-P and begin the licensing process.
The legislation, approved in December 2024, permits the authority to award a maximum of five licences for periods of up to ten years. San Juan has not announced the tender date, application deadline, licence fees, tax structure or final eligibility requirements.
Juan Pablo Medina, president of the Caja de Acción Social, said the licensing regime was intended to control existing online activity, combat unlicensed operators and improve fiscal transparency.
San Juan currently has no authorised online gambling operators because licences issued elsewhere in Argentina do not permit companies to serve the province. Operators require separate approval from each provincial jurisdiction in which they operate.
San Juan is also negotiating an agreement with the neighbouring provinces of Mendoza and San Luis to connect their self-exclusion registers across online platforms and land-based venues.
Medina said: “If a person makes the responsible decision to self-exclude in San Juan, that protection will not end at our provincial borders; it will immediately extend to Mendoza and San Luis.”
The proposed system would prevent a person registered for self-exclusion in one of the three provinces from gambling through licensed websites, casinos, slot halls or bingo venues in the others.
Approximately 250 people were previously recorded on San Juan’s register, although the authority has not published a current total.
The regional agreement has not been signed and the technical arrangements for sharing protected customer information have not been disclosed.
