The Democratic Republic of the Congo has ordered licensed gambling operators to register with the Ministry of Finance by July 31st.
The directive applies to sports betting, casinos, lotteries, prediction games and other gambling businesses. Operators must complete an official identification form and submit it electronically before the deadline.
The Ministry said the exercise would improve tax administration and support the transition towards a unified national regulatory structure. Businesses that fail to register could face administrative sanctions and other penalties.
The process is being managed by the Gambling and Games of Chance Supervision Unit (CSJA), which was established in January as an interim regulator. CSJA will oversee the market until the Gambling Regulatory Authority ARJA) is formally created.
The government is also introducing a national digital monitoring platform. Its first phase is scheduled for completion by August 30th, with most electronic money institutions already connected. Operators linked to the platform will be exempt from the country’s standardised invoicing requirement.
The Ministry also warned businesses against signing agreements with government bodies unless they have received approval from the Council of Ministers.
The registration deadline represents the first immediate compliance test under the developing national framework.
