Gaming Laboratories International (GLI) has become the first testing laboratory to receive iGaming accreditation from Philippine Amusement & Gaming Corporation (PAGCOR), as the regulator moves to formalise oversight of suppliers operating in the country’s online gaming market.
The accreditation grants GLI status as an Independent Testing Laboratory, allowing it to test and certify iGaming platforms in line with PAGCOR’s updated regulatory requirements. The move forms part of a broader effort by the regulator to strengthen compliance standards across the B2B supply chain.
Under the framework, all iGaming suppliers operating in the Philippines are required to secure accreditation and demonstrate adherence to defined technical and operational standards.
GLI say that its certification process will be based on its GLI-19 standard for interactive gaming systems, providing a structured pathway for suppliers seeking entry into the market.

James R. Maida, GLI President & CEO, adds that the accreditation reflects continued collaboration with the regulator and positions the company to support the Philippines as it advances its iGaming regulatory framework.
For suppliers, the development introduces a clearer compliance pathway but also raises the technical bar for market entry. For PAGCOR, it signals a shift towards a more structured and enforceable B2B ecosystem, aligning the Philippines more closely with established international regulatory standards.
