Brazil edges closer to land-based legalisation

Brazil stands poised at the threshold of legalising land-based casinos, potentially unlocking a significant new market in global gaming and tourism.

Following January’s ground-breaking regulation of iGaming, stakeholders within Brazil’s gaming industry anticipate imminent approval for bricks-and-mortar casino operations, likely within the first half of 2025.

International casino operators are closely watching developments.

Hugo Baungartner, CCO at operator Aposta Ganha, has highlighted the changing attitudes in Brazil towards gambling regulation, stressing the importance of formalisation.

“Gaming is already a reality in Brazil. Informal activities, such as Jogo do Bicho, remain widespread. Official regulation would help manage these existing practices while unlocking substantial economic opportunities,” he says.

Alex Pariente, SVP of Casino & Hotel Operations at Hard Rock International, sees Brazil as a substantial opportunity for integrated resorts, saying: “Brazil possesses everything necessary to become a major player in casino tourism.

“With the right regulatory framework, Brazil could easily rival other international gambling hubs, significantly boosting tourism and employment.”

Despite widespread industry enthusiasm, the journey to legalisation has faced challenges, particularly regarding compliance and security. Brazil’s Federal Police have voiced concerns about potential increases in money laundering activities.

However, political momentum, bolstered by President Luiz Inácio Lula da Silva’s administration, appears strong enough to overcome these hurdles.

Celso Sabino, Minister of Tourism, remains confident the landmark legislation, known as PL 2,234/2022, will be enacted soon, predicting passage before mid-year.

The bill, already approved by Brazil’s Chamber of Deputies, awaits final deliberation in the Senate.

As Brazil approaches this pivotal decision, international operators stand ready, positioning themselves strategically to seize opportunities in one of the last great untapped gambling markets.
