According to Ukrainian sources, including the Center for National Resistance, the redevelopment involves the construction of casinos, hotels and spa facilities on the site of the existing passenger terminal, which has not been restored for public transport use. The project is reportedly being advanced by a company associated with Rotenberg, following legislative changes in the State Duma that enabled the relocation of a planned gambling zone to the port area.
The development reflects a broader strategy to expand integrated resort-style gaming in designated territories, although projects in Crimea remain politically sensitive and subject to international scrutiny. Details of the investment structure, licensing framework and timeline remain unclear.
