Sun International challenge stalls Tsogo Sun casino relocation

Sun International is challenging a regulatory decision that allows Tsogo Sun to relocate its Caledon casino license to Somerset West, creating a fresh obstacle for one of South Africa’s most closely watched land-based casino developments.

The Western Cape Gambling & Racing Board approved Tsogo Sun’s application in September 2025, ending a regulatory process that had lasted more than a decade. The decision would allow Tsogo Sun to move its Caledon casino license to the Helderberg region within the Cape Town metropolitan area.

Tsogo Sun estimated the development cost for the Somerset West site at around R1.29bn (US$71m), subject to final costing and no interruption to the regulatory or construction process.

This process has now been interrupted, with Sun International resolving to take the Board’s decision on review, with the matter expected to proceed through legal and regulatory channels.

Sun International operates GrandWest Casino & Entertainment World through SunWest, giving it an estimated 81% share of the Western Cape’s casino revenue.

A successful relocation by Tsogo Sun would introduce a new casino property into the broader Cape Town market and reduce the practical exclusivity GrandWest has long enjoyed in the metro. The dispute is therefore significant not only for the two operators, but for competition in one of South Africa’s most valuable regional casino markets.

Tsogo Sun’s existing Caledon property remains operational. The casino has more than 300 slot machines, table games and a 95-room hotel. Tsogo Sun’s Western Cape casino portfolio also includes Garden Route Casino in Mossel Bay and Mykonos Casino in Langebaan. For the year ended March 31st, 2025, Tsogo Sun’s Western Cape casinos reported income of R573m ($31m).

The case underlines the competitive tension in South Africa’s gambling market, where land-based casino exclusivity, online betting growth and regional licensing decisions are increasingly intertwined. For Tsogo Sun, relocation offers access to a more attractive and densely populated Cape Town catchment. For Sun International, the review protects a market position that has long underpinned GrandWest’s regional strength.

The matter now shifts from regulatory approval to legal challenge, leaving the timing of the proposed Somerset West casino development uncertain. A Judicial Review could take years, with one industry insider expecting a delay of at least 24 months.
