Ukraine blocks 198 unlicensed gambling websites

Ukraine has ordered internet service providers to restrict access to a list of websites used for organising or providing access to gambling without a valid licence, including Polymarket, following a decision adopted by the State Agency of Ukraine PlayCity.

The measure is set out in Resolution No. 167-R. The decision was issued after monitoring of online gambling activity and the identification of websites offering gambling services in Ukraine without authorisation and absent from the official licensing registers.

Under the ruling, PlayCity ordered the restriction of access to 198 websites found to be involved in organising, conducting or facilitating access to gambling without a licence. The official list of domains to be blocked explicitly includes Polymarket, alongside numerous online casinos, betting platforms and crypto-based gambling sites.

The decision instructs PlayCity’s digital oversight department to notify Ukraine’s telecommunications regulator within three days, transfer the list of websites to law enforcement authorities, publish the list on the agency’s official website and monitor compliance by electronic communications providers. Telecom operators are legally obliged to block access to the listed domains.

The regulator also stated that failure by USPs to comply may trigger enforcement measures, including formal notifications to the telecoms watchdog and further supervisory action.
